Rodrego Byerly
President and CEO
Mr. Byerly is a member of AAPOR and the Western Academy of Management (WAM). He is a Board member of the California Volunteers Commission, having been appointed twice by Governor Newsom. The Commission is the state office tasked with engaging Californians in service, volunteering, and civic action to tackle our State’s most pressing challenges.
Mr. Byerly earned a Master’s degree in Public Administration at Columbia University, and a Bachelor’s degree in Economics, with Citation, and Government at Dartmouth College. Mr. Byerly is a securities arbitrator, as well as a registered securities professional, with FINRA. He holds the Series 63, 79, and 82 securities registrations. Rodrego Byerly is the Founder, President, and CEO of EVITARUS. Mr. Byerly has more than 20 years of research, strategy, and operations experience, and charts the firm’s strategic course.
He also provides oversight of research implementation and operations and has executed research pertaining to resident attitudes toward a range of policy issues—including services activities, and educational opportunities for youth and young adults, climate justice, racial equity, mental health, housing and development, marketing and public awareness, homelessness, civic engagement, volunteerism, health, community safety, and education.
Previously, Mr. Byerly was a faculty member of the College of Business and Economics at California State University (CSU) Los Angeles, as well as the College of Business at CSU Long Beach. He also served on the University’s Strategic Planning Committee, the Committee for Student Instruction, and as a Board Advisor at the Center for Entrepreneurship and Innovation.
Mr. Byerly previously served as Policy Fellow to former New York City Mayor David Dinkins, and was a Researcher at the U.S. General Accounting Office (GAO) and The National Committee on U.S.-China Relations. In prior roles, he co-founded Blue Beacon Capital, a boutique Los Angeles investment bank, served as Vice President at SG Capital, and was a Researcher at UBS.

Shakari Byerly is Managing Partner of EVITARUS. Ms. Byerly has more than 20 years of experience designing and conducting survey and focus group research. Ms. Byerly has served as a pollster for a host of foundations, non-profits, special initiatives, campaigns, cities, counties, special districts, local school districts, community college districts, colleges and universities, and research institutes across the country.
Her research has encompassed multilingual and mixed-methods studies related to homelessness, mental health, health equity and health policy, ballot measure campaigns, community safety, voter mobilization and turnout, racial equity, political candidates, housing, criminal justice reform, conservation and climate action, anti-racism, transportation, and civic engagement.
Ms. Byerly has also designed and led studies to inform youth centers for homeless and housing insecure youth, activity and education centers focused on seniors, recreational activities (indoors and outdoors), mental health and other resources, social support resources and opportunities for current and former foster youth, and education and skills-building for high school students.
Prior to EVITARUS, Ms. Byerly was a Senior Vice President at FM3 Research. In addition, Ms. Byerly has served as Manager of the California Governance Project at the Center for Governmental Studies (CGS), and a Policy Consultant to members of the California State Legislature.
Ms. Byerly is an active member of the American Association for Public Opinion Research (AAPOR), where she presents academic research and leads polling industry dialogue about the importance of robust, methodologically rigorous sampling of diverse populations in large metropolitan areas.
She is the Founding Chair of BAAPOR, the Public Opinion Research Committee focused on research among Black/African Americans, a member of the AAPOR’s Strategic Planning Committee, and also serves on the Diversity & Inclusion Committee for the association. Ms. Byerly is also a member of the American Political Science Association (APSA), and the National Conference of Black Political Scientists (NCOBPS).
Ms. Byerly earned a Master’s degree in Political Science from UCLA’s Political Science Department where she is Ph.D. candidate. She also earned a Master’s degree in Public Policy from the UCLA Luskin School of Public Affairs, and a Bachelor’s degree, Cum Laude, in Government from Dartmouth College where she was an Andrew Mellon Fellow.
