LA METRO close Los Angeles County Metropolitan Transportation Authority (Metro) The Los Angeles metropolitan region has the worst traffic in America. According to the INRIX Traffic Scorecard which ranks the 25 U.S. cities with the worst traffic, drivers in the region spent 81 hours idling on freeways in 2015, the worst cumulative delay of any U.S. metropolitan area.

A recent LA Times poll confirmed that traffic remains the top concern for Southern California residents, topping personal safety, housing costs, and retirement savings. According to researchers at the UCLA Institute of Transportation Studies, the only way traffic will get better is if policymakers intervene.
The Los Angeles County Metropolitan Transportation Authority (Metro) hired EVITARUS to conduct County-wide focus group research aimed at understanding resident perceptions of Metro, testing customer information about Metro services, and gauging reactions to completed projects and planned buildouts of the transportation system.

A key component of the research also including assessments of voter support for a potential transportation sales tax to fund Metro’s Los Angeles County Traffic Improvement Plan. The groups included participants from the Santa Clarita and Antelope Valleys, South Bay and South Los Angeles regions, and the San Gabriel Valley and Gateway Cities.

Following the research, the Board of Directors of Metro moved to place a transportation finance measure on the November 2016 ballot.

California Department of Public Health, Office of Health Equity close California Department of Public Health, Office of Health Equity In 2012, the California Legislature established the Office of Health Equity (OHE) within the California Department of Public Health (CDPH). OHE’s mission is to promote equitable social, economic, and environmental conditions to achieve optimal health, mental health, and well-being for all. OHE turned to EVITARUS to inform its outreach and communications efforts in connection with the publication of its strategic plan, with a specific focus on understanding key policy priorities and reactions to the concept of Health Equity.

The Office is charged with the task of developing a demographic analysis of health and mental health disparities, along with a comprehensive, cross-sectoral strategic plan to eliminate health and mental health disparities throughout the state.

Our approach to the research included conducting statewide focus groups among members of the general public within the African American community, and separately among African American civic, religious, and community leaders. The research culminated in a successful series of statewide town hall meetings that helped OHE mobilize understanding around shared problems. Our work also enabled OHE to underscore its sustained commitment to eliminate health inequity and improving the health, mental health, and well-being of all Californians.

AAVREP/ AACEP close African American Voter Registration, Education, & Participation Project (AAVREP)/African American Civic Engagement Project (AACEP) In 2012, the California Legislature established the Office of Health Equity (OHE) within the California Department of Public Health (CDPH). OHE’s mission is to promote equitable social, economic, and environmental conditions to achieve optimal health, mental health, and well-being for all.

The African American Voter Registration, Education, and Participation (AAVREP) is one of the largest organized efforts to register African American and urban voters in the state of California. Over more than 10 years, AAVREP ha registered more than 175,000 voters and contacted nearly 200,000 households via telephone and door-to-door canvasing.

Leading up to the June 2016 Primary election, AAVREP wanted to pursue statewide survey and focus group research, as well as in-field mobilization experiments, to highlight the importance of the African American vote. AAVREP also envisioned that the research would help the organization better understand generational shifts in electoral participation among black voters in California, thereby informing its voter education and outreach strategy.
EVITARUS conducted a statewide telephone poll of 800 African American likely voters about key policy priorities and their preferred candidates in statewide and national electoral races. The research found that black voters are highly motivated to turn out the vote by the prospect of reducing homelessness, criminal justice reform, and improving public education.

As follow up to the research, EVITARUS also conducted a series of statewide stakeholder policy briefings to discuss the role of polling and the media in shaping public policy, the policy preferences of California’s African American voters, and the importance of the African American vote in the Presidential Election. One of the only publicly released statewide surveys of African American voters conducted in recent years, the poll has galvanized a statewide discussion about the power of black voters in the November 2016 election.

Subsequently, in concert with the African American Civic Engagement Project (AACEP), EVITARUS conducted statewide focus group research to explore key motivating factors behind African American voter participation in the post-Obama era.

The research explored selected policy issues addressed by the AAVREP poll, messages, media, and spokespersons that have the potential to motivate electoral participation. The focus groups were conducted among high propensity and low propensity voters, with a specific focus on millennials and generational differences between younger and older voters.

Los Angeles County close Office of the Chief Executive, Los Angeles County In early 2016, the Board of Supervisors of Los Angeles County declared that the crisis of homelessness that consumes communities across Los Angeles demands the maximum possible response by the County, cities, and community partners throughout the region.

According to the U.S. Housing and Urban Development Department, the City and County of Los Angeles have the most chronically homeless people in the country (approximately 47,000), and nearly all of them sleep on the streets.

In response, the Board of Supervisors directed the County’s Chief Executive Officer to explore options to increase revenues dedicated specifically to address Los Angeles County’s homeless crisis. The Board’s directive included an immediate commission to conduct polling and research activities to inform its decision making in connection with a potential revenue enhancement measure, including the optimum timing of when the various options, should be submitted for voter approval and how they could be crafted to ensure efficacy, transparency, accountability and the highest likelihood of passage.
The CEO’s office turned to EVITARUS to lead the research.

We served as the Project Manager for the public opinion research conducted on behalf of the CEO. EVITARUS oversaw the design and implementation of three public opinion surveys encompassing an aggregate 5,155 Los Angeles County voters.

During the course of the research, we also provided strategic advisory services to the Supervisors in connection with its deliberations over the placement of three separate finance measures on the November 2016 ballot, including measures to increase available funding for homeless services, transportation infrastructure, and parks and open space, respectively.

Subsequently, on December 6, 2016, the Board of Supervisors adopted a Resolution declaring a Homeless Emergency in the County of Los Angeles, and approved placing a sales tax ballot measure on the March 7, 2017 ballot. On March 7, 2017, Los Angeles County voters approved Measure H with nearly 70 percent support, a near 40-percentage point vote margin. The victory sent a clear message to policy makers—providing services for residents who are homeless ranks among the very highest priorities for Los Angeles County.

EVITARUS has been honored to help address the homelessness crisis by providing public opinion research, strategic advice, and counsel to the Board of Supervisors, the Los Angeles County Chief Executive’s Office, and the Yes on Measure H Campaign.

UCLA close University of California Los Angeles (UCLA) Luskin School of Public Affairs and California Community Foundation Los Angeles County is home to more than 35,000 non-profit organizations. According to the California Community Foundation (CCF), local non-profits form a powerful network that serves the County’s most vulnerable residents. However, these organizations are already stretched for resources and experience tremendous competition for limited funding.

Since the beginning of the Great Recession, philanthropic leaders in Los Angeles County have watched as the decline in charitable giving has accelerated—Los Angeles County residents are donating $1 billion less to charitable causes than they did in 2006.

The UCLA Luskin School of Public Affairs and CCF were interested in asking Los Angeles County donors about their charitable giving and understanding their behaviors and giving patterns. UCLA asked EVITARUS to design a study that would accomplish these objectives.
In response, EVITARUS designed and conducted a first-of-its-kind regional survey of 1,200 LA County residents. The research was conducted online, and assessed the priorities and motivations that drive individual charitable giving of LA donors. Among other findings, the research demonstrated that, given the opportunity to make a large gift to Los Angeles, donors' highest priority would be ending homelessness. At the same time, of their contributions to basic needs causes and combined purpose organizations in 2015, only one-third went to locally focused non-profits.

In combination with IRS data, the research findings formed the basis of a report entitled The Generosity Gap: Donating Less in Post-Recession Los Angeles County, co-authored with UCLA through support from CCF. The report was released at the Center for Nonprofit Management's 501(c)onference.

This research is a part of CCF’s ongoing efforts to inform and inspire Los Angeles residents to give back to their community and help solve Los Angeles County's most pressing challenges, whether by volunteering their time, donating to their favorite causes, or creating a legacy for future generations.
